Cindy Lin, DMA

Dr. Cindy Lin founded Cinlanian in 2016 and is currently the Managing Partner. As one of the senior leaders, Cindy works closely with other senior leaders to align operational strategies with business goals, improve efficiency, and drive sustainable growth. In addition to overseeing our day-to-day operations, she also manages budgets, financial performance, and resource allocation. Cindy obtained her doctorate from the University of Maryland.

Wei Zhang, Ph.D.

As a seasoned executive in the healthcare industry, Dr. Wei Zhang joined Cinlanian in 2018 and is currently a Partner. Wei started his career with McKinsey & Company as a management consultant. Subsequently, he has worked for different companies including Amgen, Bristol-Myers Squibb and Altus Pharmaceuticals with increasing responsibilities, ultimately became the COO of Effigene Pharmaceuticals, an Atlanta-based biotech company. Trained as a Bayesian statistician, Wei is an expert in statistical modeling and machine learning. Since joining Cinlanian, he has been leading projects to support different companies’ IND through various analyses. Wei is also leading Cinlanian’s efforts in applying cutting-edge machine-learning techniques in drug development. Wei graduated from Tsinghua University majoring in chemistry and has got his Ph.D. from Carnegie Mellon University.

Cliff Parsons, Ph.D.

Dr. Cliff Parsons joined Cinlanian in 2023 and is currently the practice leader in risk management. Prior to joining Cinlanian, Cliff spent two decades in the energy industry, both as a senior leader and as an expert consultant. He was previously the founder and CEO of WTM Energy Software, a Houston-based software company. Cliff obtained his Ph.D. in finance from Carnegie Mellon University.

Edward Lin, D.O.

As a practicing physician, Dr. Edward Lin currently serves as a special advisor to the Cinlanian team. In addition to managing his clinics and his responsibilities with hospitals, Dr. Edward Lin frequently provides valuable insights and guidance to our projects in clinical development. Dr. Edward Lin has obtained his D.O. from Des Moines University.
